Over 80 Percent of Land Locally Owned

On the one hand, it may seem like a no-brainer, but it’s an interesting question: Who owns Harrisonburg? Are they local? Scott Rogers ran the numbers, and found that almost 90 percent of the land in the city limits is owned by people living in Harrisonburg or Rockingham.
